GBA Care Food Market 2026: HK$2.8B Opportunity and Why Standards Matter

The Greater Bay Area (GBA) — encompassing Hong Kong, Macau, and nine Pearl River Delta cities in Guangdong Province — is home to over 86 million people, of whom more than 18 million are aged 60 and above. This elderly population is growing at roughly 4% annually, making the GBA one of the fastest-ageing urban clusters in the world.

The Scale of Dysphagia in the GBA

Dysphagia — difficulty swallowing — affects an estimated 15–22% of adults over 65, rising to 40–70% among residents in care homes and acute hospital settings. Applying conservative prevalence rates to the GBA's elderly population yields a pool of 2.7 to 4 million people who require texture-modified food and/or thickened fluids on a daily basis.

This translates directly into a substantial care food market. Our internal market model, drawing on care home per-diem catering spend and product penetration data from Hong Kong, estimates the addressable GBA care food market at approximately HK$2.8 billion annually — with current formal-sector penetration below 12%.

T/SATA 094-2025: The Quality Gateway

Until 2025, care food quality in mainland China was governed by general food safety regulations (GB standards) without specific texture-level requirements for dysphagia-safe products. The publication of T/SATA 094-2025 — drafted by China Senior Care Industry Association (SATA) — changes this fundamentally.

T/SATA 094-2025 establishes mandatory texture and nutritional specifications for care food products sold in the GBA. It references the IDDSI framework (Levels 0–7) and aligns with the Gakkai Classification 2021 used in Japan. Critically, it introduces certificate-level labelling requirements: products must display their compliant IDDSI texture level on packaging, enabling care homes and families to make evidence-based procurement decisions.

Carewells as Co-Author

Carewells Limited — SeniorDeli's corporate entity and GBA subsidiary — participated as a drafting unit (參加起草單位) in the T/SATA 094-2025 technical working group. This co-author position means our products were designed and tested in alignment with the standard before its publication, giving us a first-mover compliance advantage.

SeniorDeli's GBA Distribution Strategy

SeniorDeli currently supplies 200+ care homes in Hong Kong. Our GBA expansion strategy centres on three pillars:

Cross-border logistics: Leveraging existing cold-chain infrastructure and Guangdong import licences, we are building a Hong Kong → Shenzhen → Pearl River Delta distribution corridor for care food products.

Standards alignment: T/SATA 094-2025 compliance positions SeniorDeli products as premium, certified options that care home operators can procure with confidence in regulatory alignment.

Digital adoption: Our AI 照護食 Adoption Assistant — currently under HKEX Impact Funding application — will extend to GBA care homes, enabling Mandarin-language onboarding for kitchen staff on IDDSI texture protocols.

Why Now

The convergence of three factors makes 2026 the critical entry window for the GBA care food market: the publication of T/SATA 094-2025 (creating a compliance imperative for operators), the 14th Five-Year Plan's explicit focus on elderly care infrastructure, and the post-COVID acceleration of institutional catering professionalisation across Guangdong.
