The T/SATA 094-2025 standard, published by the Chinese Ageing Services Industry Association (SATA), represents a landmark development for care food quality in Greater China. It is the first systematic standard to establish binding texture and nutrition requirements for food designed for people with dysphagia across the Greater Bay Area (GBA) — covering Guangdong province, Hong Kong, and Macao.

What Is T/SATA 094-2025?

T/SATA 094-2025 is a group standard (团体标准 — a category between national GB/GB-T standards and corporate standards in the Chinese standardisation system). Group standards are developed by industry associations and carry significant weight in procurement specifications, regulatory guidance, and clinical practice guidelines.

T/SATA 094-2025 covers:

Food Safety and Labelling: Requirements aligned with Chinese national food safety law, including mandatory labelling of texture level and dysphagia suitability.

Nutrition Specifications: Minimum and maximum nutrient content requirements for care food across protein, energy, key micronutrients, and fluid content — addressing the common problem of nutritional inadequacy in texture-modified diets.

Texture Requirements: A texture classification system that draws on IDDSI (International Dysphagia Diet Standardisation Initiative) and Japan's Dysphagia Diet 2021 (学会分類2021), establishing measurable test methods for each texture level.

Sensory and Palatability Requirements: Standards for appearance, aroma, and taste — recognising that care food must be eaten to deliver nutritional benefit.

Why T/SATA 094-2025 Matters for Hong Kong

Before T/SATA 094-2025, there was no systematic texture framework applicable across Greater China. Care homes, hospitals, and food manufacturers in the GBA were operating with widely varying approaches to texture modification, making it difficult for clinicians to specify requirements precisely or for procurement teams to verify compliance.

T/SATA 094-2025 creates a shared vocabulary and testing methodology that links to internationally recognised frameworks — allowing clinical specifications written in IDDSI terms to be directly mapped to compliant product requirements under the standard.
